In a general sense, a web of trust is a system for communicating information about authenticity. If I receive a communication from Bosda, but I don’t know him, I can ask somebody who has talked to Bosda before, and who I trust, if he is trustworthy. That person responds in the affirmative, and so now I trust Bosda.
In public-key cryptography the term has a more specific meaning referring to decentralized systems for distributing public keys.
