Not a good view on the video, but it looks like it might be a Sturba antenna or perhaps support for a Rhombic antenna.
They are semi directional antennas and were/are used for shortwave broadcast stations like Voice of America. I do know that the Canadian short wave broadcasters had one or more in Eastern New Brunswick aimed at Europe.
