This is including medicaid, medicare, VA, people who get their healthcare at work and who work for taxpayer funded institutions (police officers, teachers, firemen, etc), people who get rebates of tax money in exchange for buying private health insurance and whatever group that has healthcare funded with public funds. I think it is about 1/2 of the public, but I am not sure exactly.
