My guess would be that “witty” is being used in the sense of "clever’ A “witty masturbator” would, I am guessing, be one who shows ingenuity, inventiveness and a willingness to experiment – i.e. would be willing to try a mutual wank with other males.

I’m not saying I buy into any of that, just guessing at what the author was trying to suggest.
