Frankly I am surprised he didn’t withdraw from a whole bunch of international organizations–especially those dealing with international development assistance. Or do these require the approval of Congress?

I’d say “Fucking over minorities, Muslims, and LGTBQ” needs to be on the list.
Which is a sub-flavor of getting vengeance. Those folks annoy him by their very presence, so hurting them is wreaking vengeance for his poor abused ego.

Some multi-lateral institutions, yes. But I do not recall Trump jumping on the old U.S. out of the UN mantra. I think this is because closing of UN headquarters would negatively impact the Manhattan commercial real estate market.
If WHO was headquartered in a city where the Trump organization owned a big hotel or office building, he would not have issued that executive order. Unfortunately for the cause of world health, WHO is headquartered in Geneva Switzerland, and the Trump Organization owns nothing there.
If my logic is correct, the World Bank and IMF, both headquartered in Washington DC, had better hope Trump succeeds here:

Well, the executive order specifically calls out China for having 3x the population of the US and yet not paying for as much as the US does. Or maybe it was not paying 3x what the US does.
So fair-ish when limited to China, but still foolish because a lot of the WHO work benefits the US beyond the monetary contribution. It’s basically preventative measures for world public health.
OK, you have a point here. Someone should give Trump a sweet-heart deal to build a golf course in Geneva, and then the WHO will be the “greatest institution unlike anything that’s ever been seen before”…in his eyes.
