Angmar was not founded until after 1000 Third Age. It was founded in order to fight Arthedain.

The Ringwraiths had been around for a long time before that. Didn’t they fight in the War of the Last Alliance (as wraiths)?

One would assume so. According to the RotK appendix the ringwraiths appeared in 2251 SA over 1000 years before the fall of Númenor and 1200 before the War of the Last Alliance. The chief ringwraith had been a wraith for about 2500 years by the time he founded Angmar and became known as the Witch King.
