My 3.5 year old daughter can’t read, but she still entertains herself by looking at books - she’s memorized a few well enough that she ‘reads’ them to herself.
Eric Carle books tend to have enough repetition (“Brown Bear, Brown Bear, What Do You See?” “The Very Grouchy Ladybug” “The Very Busy Spider”) that very little kids can “read” them to themselves after only a few readings by others.
But that’s only after you’ve bought Legos. I think Legos are the best idea with the least risk or downside. AT four, the toddler legos are probably the way to go.
