I would prefer to have the police or local citizen official contact me about a problem than having the neighbor come talk to me about it. This is why, by the time someone decides to contact you directly about the problem they were very upset about it and they might not be up to the skills to handle the situation. I wouldn’t want an angry neighbor coming to my door to give me a piece of their mind about whatever it is. I’m not a jerk at all, and I am very respectful to others, but I have to be made aware of the problem and I’d prefer official channels, because they will handle it hopefully with some good solutions. Maybe in this case they can put the cock someplace else, I don’t know the area, just a suggestion. I don’t know a thing about animals and they might have solutions which are reasonable this home owner didn’t do or is aware of.
I don’t think notes are a great idea because just like talking to someone about the problem they can ignore it or just give you a bunch of excuses like there is nothing they can do about it, or something like “Cocks just make noise…” and something which isn’t going to help.
IMPORTANT Don’t simply talk to the officials about it to make a complaint, you should read the actual laws/ordinances yourself. Here is why, I had a serious problem with a neighbor who had a dead falling huge tree headed right for our house. This neighbor has always been a problem, if you talk to him he refuses to do anything even if he was going to fix it anyway cause he’s a real asshole. The entire neighborhood hates this guy. OK, so when I contacted a city official about it, he give me a bunch of excuses saying he wasn’t in power to do anything about it and it was a civil matter meaning I had to take him to court. It was complete bullshit, this city official simply didn’t want to do his job and because of political favors couldn’t be fired. But I managed to find the city ordinances online and it included exactly what this guy’s job title was and what he was required to do. So I continued to send e-mail to him and his boss quoting the city ordinances that it was indeed his job until they sent the neighbor a letter and talked to him saying they would fine him unless the tree was removed. He got the dangerous tree removed. Now, the neighbor doesn’t even know it was me who complained because he is still friendly to me, comes up to me at the local grocery store and chats.
Now if I had walked over and talked to this guy to begin with about the tree, he wouldn’t have taken it down and delayed forever because he’s an asshole based of his history with everyone in the neighborhood and I experienced that first hand in the past with him myself. Not everyone is going to be a good guy about a problem and take care of it right away. I know I do. If I put up new lights or whatever, I asked the neighbors around me if it’s bothering them and if someone were to say yes I would make changes to make them happy or remove them because I know what it’s like to live around something that’s very annoying.
Again, read the actual city code yourself, because local city staff is likely to just tell you there is nothing they can do about it even if it’s on the books or simply try to handle you by saying something like “Oh, the farm house has been here a long time and that’s what farming is like…” or “We have the same thing near me and it doesn’t bother me at all, you just have to get use to it…”. Or try to tell you something else to get rid of you.
You have a right to peace and quiet, and this is why noise ordinances are in every city I’ve ever looked at. It’s because noise can really negatively impact the lives of people around it.
Do NOT take any drastic action such as killing the thing, besides getting you in trouble they may simply go out and get another cock and then you are back with the same problem.
