Smells bad
It does seem like recycled plastic beads are your best bet. Although, honestly, the beanie baby discussion has me thinking. The very cheapest way might be to go to the thrift shop and buy a bunch of stuffed animals. Run them through your washer and dryer, then stuff them into the bag intact.
I’m starting to think that way too.
The cat litter suggestion made me remember that there is a kind of cat litter consisting of pellets made from recycled newspaper (or, some kind of paper-- used to just be newspaper). It’s a lot lighter than regular than clay little, and doesn’t absorb moisture from the air like clay and clumping litters do.
I may just start a collection of ratty and unloved stuffies, and add some newspaper little. The litter will sink to the bottom, and give it a low center of gravity, and also fill in any space the stuffies leave.

Stuffed animals are going to be very lumpy. I’d try packing peanuts.

Don’t. Packing peanuts quickly compress to the thickness of paper.
Oh yeah, I forgot they’re not the packing peanuts of my youth.
They also melt to nothing if they get slightly wet-- it’s a factor of their now being biodegradable.
I’d have to be particular about the stuffed animals-- and ruthless.
I’d have to look for Beanie Baby style understuffed types with some kinds of pellets, not batting, and I’d have to rip off eyes and any other hard parts-- which come to think of it, might be weird. Maybe I’ll go another way…
I wonder how those paper pellets on the whole would be?
Maybe mixing in 10 or 20 pounds of shredded soy wax (as in, for candle-making) would sort of lubricate the pellets, so they move more freely.
I should try this on a small scale first.

BTW, I saw cat litter that was corn based. Unscented and light weight. It felt Beanish-like thru the package. I’ve never seen it out of the package.

Wood pellets could work, but only if you can ensure they never get wet. They make great cat litter too.
