What was the name of this Dennis Hopper film?

I saw this movie on HBO several years ago: Dennis Hopper plays a former drug smuggler/pilot trying to reform, and is used by the feds to help bust a Central or South American drug cartel, but somehow gets shafted by Oliver North? I recall the movie claimed to be based on a true story during the Reagan administration.

Anybody help?

Nope. No luck. Actually it may be on that list, but there are 130 items on the list, and many of them don’t show a synopsis or a cast list. None of the titles rang a particular bell either.
