I think it depends on where you were. I’d say the mid-70s, when I lived in a college town and halter tops were very popular. Where I live today some women wear tube tops, but they all weigh 800 pounds at least. Sorry, not sexy to me.

It seems to me that there was also a fatalistic feeling to the '40s, much to do w/patriotism. Betty Grable & the other pinup girls were sexy “for the boys”, to uplift morale, to show the solders what they were fighting for.
There seems to be another side of it. The music of the time, like “I’ll be Seeing You (in All the Old Familiar Places)” seemed to reflect the sense of loss as the fighters left for Europe or the pacific. So your boyfriend might being going to the front tomorrow, so why not give him a night to remember?

I have to agree with the people that said late 60’s early 70’s. They had a certain look. I think it was the clothing more than anything. Sundresses are sexy to me for some reason. And the no-bra thing is pretty sexy too. I can’t agree with the pubic hair thing though. I don’t mind a little bit, in fact, it can look kind of cute, but a full-on bush? Ew.
70s, in the big cities. Tons of coke and pot, more booze than you could possibly drink(I tried my best) and no AIDS resulted in a LOT of easy women.It really was like you see in the movies.
Also the Pill, legal abortion and the option of “single motherhood” no longer being seen as shameful.
Another vote for the 70s. If I could only teleport back to somewhere around late '73 or early '74, as an 18 year old, I’d petition heaven to never leave. 
Late 60s / early 70s. Not only free love, but also medication in case you caught anything.
I’d vote for the '70s even if we’re limiting the discussion to fashion; that was the time when people made a conscious effort to look sexy. (The results were often laughable, but, still . . .)
The sexiest time was when Carnaby Street was in fashion and Mary Quant invented the miniskirt. This was the height of free love.
