Not if we imagine that pilot is actually outside the plane, attached by a broomstick which has a swivel attachment to the tail of the plane allowing the plane to roll freely while the pilot stays upright :).

Single-seat Quicksilver, Cobra, all those powered parasails… quite a bit of stuff can fly that slow. In fact, if I recall correctly, most parasails can’t fly that fast. I presume you have not had the pleasure…?
