Whats a good/best website for asking advice about computer hardware software?

I am aware of the stack exchange sites but they seem to frown heavilly on questions that are not ‘factual’ (i.e. any questions asking for opinions/recommendations)

So do the dopers know of any reliable sites where I can ask ‘what is the best device to fit these needs [list needs]’ or ‘which software is best for [insert specific purpose] and doesn’t cost an arm and a leg’
