I’ve been told by Indian co-workers that India is made up of numerous subregions each with their own language. Many of these are not intelligible with each other and so people must find a common language in order to communicate. Given the relatively recent nature of British Colonial rule, English is often the most known and ends up being the chosen language.

Huh. I recognize the names of most Chief Justices of the U.S. but I’ve never heard of Fuller. And he was C.J. for 22 years. Can any Law Dopers point me to any major decisions he wrote?

If we’re going by English is official language country, that disqualifies the United States.

The Fuller court is most famous for two cases that Fuller didn’t write, but only joined in; Plessy v Ferguson (segregated public accommodations don’t violate the 14th amendment), and Lochner v New York (the due process clause in the 14th amendment protects certain general but unstated rights, so a state law setting maximum working hours for bakers is unconstitutional).

Another New Zealand candidate is ex-MP Nandor Tanczos. Here’s a better photo. I used to see him scooting to parliamnet from time to time when I lived and worked in central Wellington…

However, like the Sikh MP Mr Tanczos wasn’t directly elected in a constituency seat, both came in on their party’s list under NZ’s Mixed Member Proportional Repesenation system. Not sure if this disqualifies them both according to the OP.

Well, a professional linguist who grew up in Navarre and spoke at least one of those other languages might be deemed to be herself an expert in the field. But there’s a thread from some months ago in which lissener, working from the English translation of the Spanish constitution, argues this point and has some very thorough analysis presented to him by people who truly know what they’re talking about. Maybe someone else who remembers that thread can locate it, as the cite Random is looking for.
