This is a song I heard once and I really want to know what it is and who is performing it. It’s hard to give a specific description of music but here goes.
It sounds a bit like Nina Simone doing a low key cover of Somewhere over the rainbow (from the Wizrad of Oz movie). BUT, after “some” the tone doesn’t rise for “where” like it does in the Oz song. So “somewhere” is sung on the same note.
And I’m not even a 100% sure it’s a cover of that song. I can’t stand now knowing it, but I know this is a difficult question. This is the best description I could come up with. Does it ring a bell anyone?
The one done on ukelele by Israel Kamikowiwo’ole? Other than that I’ve got nothing.

As interesting as his rendition is, his transposition of the lines (e.g., "And the dreams that you dare to / Why, then, oh, why can’t I?) gums up the lyrics to the point of incomprehensibility.
Actually, Israel doesn’t just sing “over the rainbow”. The version I found is a mix between “Somewhere over the rainbow” and “Wonderful life”. That may account for weird lyrics?
Actually, it’s now becoming quite standard to not jump an octave on “somewhere.” This is largely because of the influence of Eva Cassidy’s version of the song.
That ukelele version was played during Dr. Mark Green’s death scene on ER (which was the real ending of ER , though it went on a few seasons more). Makes me tear up to this day.

But above all other songs, this version of this song makes me cry like my wife has died.

He does have a version that mixes those two songs, but he also has one that’s all “Rainbow”. Also, I found that his name is Kamakawiwo’ole, not Kamikowiwo’ole, but I spelled it from memory, so I think I deserve a fair amount of partial credit.
