The idiot kind. Around where I live, there seems to be a fashion for bagging it, then flinging the bagged shit into a bush or tree, where it snags and hangs festering for months or years.
I think part of the problem is that there are often penalties for not picking it up. People are self-conscious enough that they don’t want to be seen walking away from, and ignoring their shitting dog - so they bag it - but they still want minimal responsibility - so they fling the bag at the first moment they are certain they’re not being watched.
