What's up with the Grammy comps?

I’m sure you’ve all seen the commercials for those Grammy CDs that come out every year - the ones featuring all the nominated songs from the prestige categories. This got me wondering: is there a requirement that in order for an artist to be nominated he/she/they have to agree to license their songs for use on the compilations? I ask because there never seem to be any real omissions from nominees who don’t like to be anthologized on various artist comps, but there are numerous artists who hold to these marketing guidelines (ie. they don’t license their songs because it detracts from the sale of their own albums - Led Zeppelin and Pink Floyd are examples I can think of where I’ve never seen any of their songs on a comp before). Granted, many and even most of these artists would probably jump at the chance to be included in such lofty company, but surely there’s been at least one holdout in the past several years. Can anyone confirm any of this?
