When was the earliest liquor license?

In my D&D session today, we came into the possession of many bottles of wine, and somehow the question arose of whether we would need a liquor license to serve them. Given that Dungeons and Dragons is effectively in a medieval setting, would we need one? In other words, were there liquor licenses back then?

In England the requirement that anyone selling beer or ale had to be licensed dates back to 1552, although there had been local regulations in some places before then.
