See the Dow Jones Industrial Average over time. There were small bump around the end of 1990 and in 1984. Of course, 1987 had the dramatic, one-day fall. Nevertheless, the big picture really is a very long bull market, from 1982 to 1999.

The wealthest 5% pay more than half the taxes, while the people in the bottom half pay just 4%.

It goes on to say that the top half that pays most of the taxes consists of such people as two income families and small businesses that pay regular income taxes (S Corporations). Even the tax cuts that favor the rich will not overcome the effect of the child tax credit which is gradually being doubled. The rich do not benefit from this program.

The tax cut enacted in 2001 was tilted toward high-income taxpayers, but many of the provisions of most benefit to that group were delayed for several years or more. By contrast, most of the tax cuts that benefit those in the middle of the income distribution took effect almost immediately in whole or significant part, reducing these households’ tax burdens noticeably in 2001 and somewhat further in 2002.
