Where are hard drugs legal?

Is there anywhere in the world that I can travel today where it would be 100% legal for me to purchase and use “hard drugs” such as heroin, methamphetamine, crack or powder cocaine, ecstasy, etc. That is, the drugs are either not regulated, or are regulated so lightly that getting the correct legal permission to use (e.g. permit or prescription), and finding a lawful source for, the drugs are a minor or trivial matter. For the purpose of this question, if a drug is subject to regulation similar to the regulation of over the counter drugs in the US (e.g. labeling and purity laws), and the drug can actually be purchased practically in a pharmacy or store, then that is “minor or trivial” enough for the purpose of this question.

Information on legal use of marijuana in different parts of the world is widely available, so let’s keep the posts about it to a minimum, okay?

I’m a US citizen, so keep in mind that I also don’t want to break US law. I’m pretty certain that the US has laws that attempt to reach US citizens who leave the country and then smoke Cuban cigars or have sex with children, but I’ve never heard of US drug law stretching to (non-Cuban) drug use by a US citizen overseas where the drug use is legal in the jurisdiction in which the drugs are done. And anyway, I think the Cuban thing is part of the embargo against Cuba and has nothing to do with tobacco use per se.

Note: I’m not actually planning to do this - I’m just curious as to if and how I could do it. Note that this question does not cover anything related to how to commit or get away with a crime.

Portugal has, to quote the wiki, some of the most liberal laws concerning drug use in the Western world. Pretty much all drugs are decriminalized, and possession is allowed so long as you don’t have more than ten days worth or aren’t trafficking. Seems cool to me.
