Where can I find the laws pertaining to the US mail?

I know they are a “private” cmpany, but still there must be regualtions in the public domain.

I want to look up things like (i.e., simiar to but not these in particular) who can put things into an unlocked rural box, and what sort of penalties would be involved if, say a newsboy used it to keep the paper dry. (No. Not that particular question. Ones like that.)

Lots of sites won’t let you do anything unless you provide a street address.
Even if you are buying something and want it shipped prel post to a PO box they want the street address also. And worse, if you use a credit card the insist on two things: 1) you must supply the address where the credit card bill is sent and 2) It can’t be a PO box.
Well, my cards all send bills to the PO box. That is the point of a PO box, after all.
I naturally want a PO box for anything financial because the rural box can and is broken into regularly.

I can’t figure out all the classes of mail now.
Seems like they used to have numbers, 1st for mail 2nd for papers 3rd for ads and 4th for parcel.

But now things are labeled Special and Sorted and other things. When I hand one of those back to the carrier and say the guy has moved, he says they don’t forwrd that class.
But when I open it, it’s a statement from his retirement account. So it ought to be the class they forward.
