Assuming you mean a literal white elephant, apparently, the late 1800s according to this article:

If you mean it in the more common metaphorical sense, the meaning of “something useless, and expensive to maintain,” I’d say about 1788-1789, with creation of the increasingly metastatic Federal Government.

Thanks, It was of a literal nature,(part of a homework assignment) I also came acroos the article late last night, I had been looking in the wrong circus.
