Atom is the gent on the bottom with the leather truss. The other Mystery man is the Sandman, in his WWII uniform, the one without a gas mask. I believe Simon and Kirby came up with that one.

Oi. I was only familiar with the gas-mask and super-hero-gasmask variants of his costume. This one is hideous, aside from the fact it’s painfully generic.

And Atom’s costume there. Ugh.

Nitpick. According to the link given by Mr Blue Sky that is not Sandman, but Sand. The distinction is that this was the protoge of the original Sandman, not the original, although the powers and techniques are very similar.

No, Sand never wore the purple-and-gold costume… and at the time pictured of the JSA (1941-1945 or so) Sand was Sandy Hawkins, AKA Sandy the Golden Boy … his ‘Sand’ incarnation only manifested in recent years.

Born at 7 a.m. on the 7th day of the 7th month of a year ending in 7 (1917), Johnny Thunder was destined for a special fate. And indeed he found it. He was kidnapped as an infant by Badhnisian tribalists who thought he was the key to their mastery of the world. As a result of their mystic rituals, at age 7, he became master of a living Thunderbolt that could do anything — all he had to do was utter the words “cei u” (pronounced “say you”), and the Thunderbolt would do his bidding for an hour.

Duh, of course he was. I completely glossed over the first two words. It’s been a long time since they used the “context” gag in the comics, so the comma threw me off.
