I have a video link right here to a city council meeting and I’d like to crop part of it.
If you look right below the video, you will see the words “Jump to…”
Click on that and it brings up a menu. From the menu, select “Special Presentations” toward the top of the list. This takes you to 11:47. The clip I want is the special presentation that runs from 11:47 to 17:06.

Probably the easiest way is to download some screen recording software like Camtasia and just record it directly off your screen. The player appears to be silverlight so there might be some tools or plugins that could download and convert that to a more standard media format but I’m not sure.
In Firefox, there’s a plugin named something like Video Download Helper which I have had some success with. I’m not sure whether it works with Silverlight sites though. Once you have the video file, you may need something like MPEG Streamclip to convert and crop it.
