Who investigates fires?

The police don’t do it, as I don’t believe there’s an “Arson” department in the police force ( I may well be wrong). Who does it, if it isn’t them, and why not the police? What kind of training/legal powers do they have? Are they the ones driving the “Fire Police” cars I occasionally see?

In Houston it’s the Fire Department’s Fire and Arson Investigation Division:

The law enforcement entity of the Houston Fire Department that investigates all fires determined to be arson of a building, habitation, or vehicle occurring within the city limits of Houston.

Along with the investigation of accidental, adult, and juvenile cases, these fire investigations can include child abuse, burglary, drugs, criminal mischief, assault, and murder. In many cases, the bureau partnerships with federal, state, and local agencies, such as the Bureau of Alcohol, Tobacco, and Firearms, the Federal Bureau of Investigations, and the Houston Police Department.
