You can see him in some of the videos fiddling with it off and on from the time he takes it out of the briefcase until they attempt to move Hinckley to the cop car (the one they couldn’t get the door open on). Pretty much his entire time on scene. He was doing other things too, yelling and taking care of whatever badasses take care of, but he kept returning to that stock when he got a chance. I’m not sure if he ever got it straightened out.
Could you cite a clip or other media that shows him removing the weapon from a briefcase? I thought he had pulled it somehow from his jacket. Looks like I’m batting 0 for 2 here.

In the OP’s photo there is a briefcase sitting in the middle of the road and in larger versions you can tell it’s filled with foam cut out in the shape of an Uzi. There was another guy with an Uzi on the other side of the group of people too, so it could be his, but it seems too close to Wanko for it to not be his.
Here is a thread on an Uzi forum with great, but unconfirmed, info. Among other things, post 12 shows the briefcase, 17 says they designed a carry method inside the jacket after this, and 51 identifies the other Uzi toting agent as Richard Tobin. Lots of fun in between those posts too.
