When typhoons appear in the South Pacific, which country gets to name them when it could affect both Japan and Taiwan, if not other countries? Who is the authority to say what thy name shalt be?

Who gets to name the storms is divided up by latitude and longitude. In the South Pacific, Fiji names them from the equator to 25° and New Zealand names the ones that are below 25°.
Oh wait, you were asking about Japan/Taiwan which is actually the Western Pacific. Japan and the Philippines name them depending on the location but Japan gets to assign an international name to any in the Western Pacific.
