That may be true for privates such as Columbia but state institutions can’t force students to sign their rights away.
I never said that Columbia for a fact has the problem of trying to keep sexual assault allegations from the police. I said that, “I would not be surprised in the slightest if colleges put pressure on their students to not go to the police.”. My reason for that is because some colleges are now being investigated for that problem. Though honestly, even without an investigation my gut reaction would still be the same.
You may correctly assume that I am including Columbia in my list of colleges I would not be surprised about. So yes, I would not be surprised if Columbia was found lacking after investigation. That doesn’t mean they are actually going through bad reporting procedures, just that I personally have no confidence in them.

It actually makes sense if you assume that “ZPG” means zero population growth. A ZPG zealot would presumably try to keep people from having children. What better way than to keep them from being alone together?

Since I have worked for a state university, I can confirm that the process is identical. In fact the process used at most places is one recommended by the Office of Civil Rights. The student gets due process, but this is not a criminal issue. Though, you are correct in that investigative methods must meet the same criteria.
If, as a school administrator, I deem a student is a threat to our community, I can take steps even if there are no law enforcement options available. But I do need to hold a hearing, have a uniform set of standards, allow for appeal, etc.
Schools, whether they involve the police or not, have to track Title IX cases and submit an annual report to the federal government. The report covers the incident from first report to final disposition. There are also standards for how much time is considered allowable for each step in the process.
The largest difference here is that, with sexual cases like this, the school has more leeway to take remedial action regardless of fault. And this is by design.
