Who sells missiles to North Korea?

A recent report by the Institute of Strategic Studies suggests that North Korea is getting its latest missiles from either Ukraine or Russia.

Russia has a land border with North Korea, so they probably arrived by road or train.

Is this the straightdope?

It does beg the question why there is not a loud protest that Russia stops selling these ICBM engines to North Korea.

I started a thread about this a few weeks ago, and got poo-pooed for ‘war mongering’.

Anyway, my impression is North Korea was making their own missiles and using Iran for help, but are now getting them from a Ukranian factory in Russian territory.
