And, tragically the UN knew that their headquarters were at risk, but conciously decided to leave the building less heavily guarded. The New York Times reported

I spent four years with Diplomatic Security while in the military, primarily in Europe and (then) Iron Curtain countries. After retirement, I went to work briefly with a contractor doing renovations to embassies in Eastern Europe. The balance of the time was as a direct hire Facilities Manager, first in Lisbon, then in Bamako, then in Kampala. My wife and I both resigned in disgust in 1998. I left Kampala the same day the embassy in Nairobi was attacked.

The UN diplomat killed was a brazilian like myself and our country is quite shocked by this all… we culturally tend not to be extremist and getting an important person killed in a foolish attack was horrid. (His last job was in East Timor too.)

As to the Why ?  Apparently Sergio was bridging the gaps between UN and US somewhat... he was working well with the US commander in Iraq. By helping the reconstruction he was "helping" the US... Sergio Vieira de Mello was well respected and was the kind of person that might make Iraq viable once more.

As a follow-up to my prior post, just read the following BBC article which appears to draw a conclusion similar to mine vis-a-vis targetting the UN:

There could have been a specific reason as well, tied to a vote in the Security Council last week.

On 14 August the Council gave its approval to the recently formed Iraqi Governing Council and it also approved the establishment of a United National Assistance Mission in Iraq (Unami).

The UN might therefore have been seen by the Iraqi resistance as an instrument of the United States and Britain in their occupation of the country.

I’m so sorry, madmonk. I never had the privilege of knowing any of the people who lost their lives Tuesday, but I have the deepest respect for the way in which they so capably dedicated their lives to such a noble cause.
