One tool is the rule that State Legislatures, not the actual voters, have the power to choose the electors. A partisan Republican Legislature in any state could, in theory, totally disregard the voters (and the Governor) and appoint their own slate of electors.
There are other tools too for stealing an election. Allegedly, Republicans have been discussing and planning for this ever since 2016.
