And to answer the OP: yes, Bush would still be President. The Electoral College made him so, and Congress tabulated the votes and acknowledged it. Since I think the evidence of electoral fraud was far stronger in 2000 than in 2004, this might be a form of rough justice: Cheney resigns. Bush appoints Gore as VP under the 25th Amendment. Bush resigns.
