Why aren't the owls what they seem?

I’m going to pretend this is a Cafe thread and just give a straight answer.

“The owls are not what they seem” is one of the many Wizard of Oz references that Twin Peaks is saturated with.

In Victor Fleming’s Wizard of Oz, as Dorothy and friends enter the haunted forest (cf. “Ghostwood,”) there is a trick shot of two mock owls perched on a limb of a tree. As things get spooooookier, there’s a flash of lightning and the owls are revealed to be vultures.

“Garland? That’s a funny name… like Judy Garland.”
