Whether Taiwan buys arms from America has nothing to do with whether America intervenes or not. Those are two separate issues.
You buy arms to bolster your military. If the U.S. comes help in a war, great. If not, well, you still have a stronger self-defense military than you would have otherwise.
This is like asking why a home owner would buy a fire extinguisher for his house if the fire department might not necessarily come to put out a blaze. (Not the best analogy, but you get the point) You want that extinguisher nearby no matter what.

Keep buying weapons from the US is a way of reinforcing Taiwan’s defensive power, among others. I think Israel has set up a very good example for small countries like Taiwan facing a threat from a rising power nearby. Taiwan should restore its military draft, which should include women.
