Why *did* the hydrants in LA run dry?

Fair enough, but it seems to me that it’s not necessarily merely municipal government failures to adequately build out their water infrastructure.

Rather, there need to be state-level regulations on residential growth that outstrips infrastructure in areas like this, there need to be city and state codes for new developments, and so forth. And, as unpopular as this would be, possibly prohibitions on where new homes can be built, if adequate infrastructure can’t be provided or the risk is too high.

I feel like blaming the cities for not having enough water capacity to fight unusually strong wildfires is both not going to solve the problem, nor is it actually where the responsibility lies.
