Why do they call it a 'technical'?

A Technical, as I understand it, is a simple military vehicle, usually a truck, with some machine gun or something mounted on the back. I’m curious where they came up with the name ‘Technical’.

Per The Free Dictionary:

While the term “technical” appears to have originated in Mogadishu, Somalia, this type of vehicle is employed throughout the world by militia forces in urban warfare. The name is thought to have derived from use by the Red Cross there, who, contrary to their usual practice of eschewing armed guards, hired local militias to defend humanitarian aid convoys. The money used was accounted for at the time as ‘technical assistance’.
