I own a landscape company in southern California. I buy commercial amounts of Urea for plant fertilization this time of the year. The 50 ibs bags come all the way from the Netherlands. I would think there would be a more local source.
I understand it is made in part from natural gas which we have plenty of in the USA.

It appears that manufacture of urea is tied directly to natural gas production as a feedstock. Areas that have cheap or cheaper natural gas supplies (ie not the US) can manufacture urea most economically. While the exporter says Netherlands it is likely that (per the PDF) the gas used to make it came from Russia which has among the lowest natural gas production prices.
