Yes, I think testosterone is an important factor in making men more overtly aggressive, but that isn’t by any means the entire explanation.
Throughout history and in the overwhelming number of societies, men have been in control. The rulers, priests, and military were men. Women had to learn how to get what they want by subtle and sophisticated means because they certainly couldn’t challenge the authority of men by openly demanding anything.
So, when it comes to us “doing bad things”, they aren’t as overt and thus less noticed. I’d never put on a ski mask and rob a gas station at gunpoint of $200 because it’s stupid. Instead, I might seduce a rich guy and get pregnant and have the law on my side in fleecing him for a lot more than $200. It really isn’t “less bad”, just far less noticeable.
Also, perception of reality can mean a lot more than reality itself. Just ask any con man. For example, people are inherently suspicious of men and trusting of women. Very few mothers would entrust their children alone with a man because he might be a predator but think nothing of entrusting their children to another woman. Yet, among the highly publicized cases over the last 3 years in the Chicago area of adults preying on school children, about 75% of them have been WOMEN. Still, the perception remains that we tend to be “sugar and spice and everything nice”.
