While you assume that most people know how to mail a letter, most people don’t realize what options are available from the USPS today.
While I, a longtime user of the USPS(since about 1955) don’t think that they have progressed very much, a newbie might feel different.
Oh, I don’t know–some artists who spend all of their time working on collages might need instruction in mundane practical matters. I doubt that they’d get it from Postal Service commercials, though. My experience has been that, rather than telling people how to mail parcels, the ads usually attempt to persuade viewers to use the USPS to do so, as opposed to competing services like FedEx or UPS.

While I was in college, I was heavily involved in collage football. The games were pretty boring, but the banners and uniforms were outstanding.
Maybe they’re trying to overcome their reputation as being a patchwork organization.
