Why does the EAS sound bad?

Why does the Emergency Alert System sound like you’re listening to a microphone placed up to a CB radio? You’d think they would want people to understand the information about the tornado/hurricane/missing child, but there are times I can’t make out what is being said as it so distorted. Any reason why this is?

I don’t have an answer but it’s a computer saying the words for one, and the last time they updated it was a few years ago. There are nicer voices available but since they cover the whole country maybe it’s too big of a job for them to update. Or maybe they haven’t had enough complaints.

We were traveling out west last summer, headed towards Kansas. Near there, but I forget exactly where, there were some major tornados out and about nearby. The damn EAS was so bad I couldn’t tell WTF they were saying, even though I was able to listen carefully multiple times. Instead I just hung around outside watching the skies in the RV campground ready to run for nearest culvert until the warning passed.

Then, later on that trip from hell, we got another tornado warning. Its near Bumbfuck Missouris headed northeast towards Fuckitville! Uh, where are those one intersection towns?
