Why does TNT cut Angel so weird in syndication?

I’m watching Angel for the first time in reruns on TNT. For some reason, they’ve move the commercial breaks around. So they’ll cut in a commercial during a scene, and then where the normal commercial would be, it fades to black and then fades right back up. It’s very stupid. And it doesn’t seem like the net amount of commercial breaks is different either.

Can anyone explain this?

They do it for Law and Order as well. I think they are trying to squeeze in one more commercial break, or something. Or perhaps they just like messing with us–a theory that gains believability the longer I am alive.
