There’s plenty of child porn around on the net - some sites spawn endless pop-ups and redirects to it - but it often originates from servers which make it difficult to locate the participants, let alone prove that the child was a minor at the time the porn was created.
AFAIK, most Western countries take the attitude that if it LOOKS like child porn (and is plastered with titles such as “hot 13 year olds”), you’ve committed an offence by dowloading it whether or not your local authorities can prove the age of the apparent minors involved.
