Why is "Fratboy" such an insult?

It was published in the (now apparently defunct) NASPA Journal, which according to its website does not require or conduct peer reviewing prior to publishing articles.

Am I looking at the wrong NASPA Journal? Here’s the one that I saw. (Scroll down to the “Editorial Review Process” section.)

That’s editorial review, not peer review. They review methodology, but they don’t review whether or not the conclusions are borne out by the data.

It’s been a long week, and my reading comprehension skills appear to have deteriorated. My team is in tech-review hell right now, and upon seeing the word “review” I automatically went to the “Of course they’re verifying whether the data is accurate!” place.
