The Sec 612 links are for Defense Appropriations passed at the end of 2007. The date on the McConnell bill was a month after the Oversight Committee hearing and a couple of weeks before Griffin resigned. Maliki’s foreign minister relayed to SoS Rice that Iraq wanted jurisdiction which Congress blocked.
Look at the text in the first paragraph of the second link, the bill that was passed. It says “for the fiscal year ending September 30, 2008.” The date of the SOFA I linked was November 17, 2008, at the end of the document. By then, Congress must have known that jurisdiction was a deal breaker for Iraq. I doubt the same Sec 612 language was included in the Defense Appropriations bill for the Fiscal Year from October 1, 2008 to September 30, 2009.
How correct is it to say that the true roots and reason the U.S. left Iraq was because of the failure of the PNAC implemented vision of the Green Zone?
