That would be because they have a considerable cult following and turn a very nice profit for the money spent.
The Toxic Avenger had his own Marvel comic. Troma also created The Toxic Crusaders cartoon series. This resulted in Toxic Crusaders books, colorforms, boardgames, action figures, trading cards, and an NES game. Troma entered into negotiations with New Line to do a live action Toxic Crusader film. However, it turned out that New Line was only interested in NOT making the film. They used the threat of ‘we can always just do Toxic Crusaders’ in negotiations on the Teenage Mutant Ninja Turtles films. Once they had secured TMNT rights, New Line sat on the Toxic Crusader rights in order to prevent any TC film from cutting into their audience. Re Kabukiman
Lloyd admits to making a mistake here. Konami had expressed interest in his idea of a kabuki superhero. They envisioned a full merchandising and media franchise. But, they wanted a clean family film. Lloyd toned down the movie. But, refused to tone it down enough. So, Konami wasn’t interested and Lloyd feels the movie does not have enough violence, sex, gore etc.
When Troma makes a bizarre film, they do so intentionally knowing that fans will like it and that it will make a profit. I do not think Troma is really suitable for this thread.
To summarize:
Toy Story 3. Dead in Disney’s “Circle 7” form. The Pixar folks do want to do a TS3, and have their own ideas on the matter, so it’s bound to return (in a better form
)
Meet the Robinsons. The Pixar folks have reviewed the movie and sent down suggestions for improvements, most notably with the second act (which reportedly bites) and the villian (which was not in the original). No word on how many of the suggestions will be adopted, tho.
Rapunzel Unbraided. I haven’t heard of any Pixar-related changes to this. There has been some back-and-forth on whether to do this as traditional animation or CGI, but that was all before the Disney-Pixar deal anyway.
Gnomeo and Juliet. Reportedly dead. AFAIK, only four people on the entire planet care. 
Putting aside the other issues that have been raised here, I’d like to respond directly to the OP by stating: Damn, that Emmanuelle Vaugier is hot.
I concur! Like I said, she made the movie less painful. It’s up to you to decide how much that will influence your judgement in renting this.
Weird coincidence, 2 women of Smallville, one in each of these movies…
