That is the weakest handwaving shit I have seen in politics for a long time. No, nor was he referring to mentally retarded people. He was referring to liberal activists (i.e. people in his own party). There’s an episode of Beverly Hillbillies in which Mr. Drysdale refers to Jethro as having “the brains of a retarded mosquito”- it’s been used as a pejorative that long and that “wholesomely”.
Nobody asked for a cite, but just as a matter of curiosity I looked up the Beverly Hillbillies episode. It’s called “Jethro the Flesh Peddler” and aired January 22, 1969. The line by Drysdale refers to Jessica and a stripper named Bunny:

I used to love watching the clips of The Colbert Report and The Daily Show on their respective websites but when they started adding the full episodes they blocked the clips to anyone outside the US. Now all sites seem to link to the blocked videos…

As somebody who is a close personal friend of the son of a Palin supporter I resent that on behalf of Sarah Palin’s retarded child.:mad: Unless you were being satirical in which case that was funny.
An odd thing: pretty much everybody has a mental illness themselves or a close relative/close friend/somebody in their inner two circles with a mental illness, yet “that’s crazy” or even “that is insane” don’t seem to rile nearly as many people as “that’s retarded”. I wonder if it’s because it’s so vague.
