We’re affected by many things we do not sense. Ionizing radiation, cyanide in our food; both’ll make us feel mungy without our actually detecting them with our senses.
Specialized electrical receptors in fishes didn’t spring forth fully formed, they evolved from less sensitive precursors*. It’s not implausible that mammals, even humans, might possess such less specialized cells. AFAIK, no one’s found them, but also AFAIK, no one’s looked everywhere either. Looking everywhere is the only way to eliminate the possibility.
I strongly suspect that the people described in the OP are nuts; they’re neither sensing, nor being affected by wi-fi signals, but that’s not been conclusively proven. It’ll take a lot of hard work to generate the needed proof**.
*Unless you want to argue for intelligent design, which I don’t.
**Of course the legal standard of proof is different from the scientific standard, so there might be some fun with dueling specialists in the courtroom here.

To the OP…no, I don’t think this has legs. Even in Santa Fe they aren’t THAT crazy (well, most of them aren’t). If you really wanted to shut off EMR you’d pretty much have to go back to living in caves at this point. Shutting of the WiFi would be like the little Dutch Boy putting is finger in a dike…while the flood gates were wide open.
It is pretty funny to laugh at the tin foil gang though…
I know a fair amount about people in NM who claim to have various allergies and sensitivities. My sister is one of them. They are very active politically, and I would not be at all surprised to see the city fold on this.
The sad thing is that these people need psychiatric help, but are very wary of any kind of conventional medicine. My sister goes non-linear when I say anything that questions her “condition”.
