it does not have lights on the left side in the pic. but it does now. on the side you cant see its missing the whole fender. but the inner fender is still covering the tire, will i get pulled over for driving it like this?

I’ve seen worse. A lot depends on your local laws, but I’d say yes. an acquaintance of mine is a cop and he’s pulled over people because the license plate light wasn’t working. Made his biggest drug bust from that little light.
I’d make sure that the hood is tied down as you haven’t lived until a hood opens up at 60 mph. Been there and somehow survived that.
Do the lights focused correctly? If not that could get a cops attention if the light shines into their eyes or are pointed straight down. Do the turn signals work?
