I thought Catherine & Vincent did indeed do the deed on “Beauty & the Beast” , and they had and beast child and everything. can’t wiki-check right now, but that’s what I’m remembering. and the hook-up ruined an otherwise good thing (as in many other shows, like Northern Exposure, x-files, etc)

You are correct. Catherine died in Season 3, but not before giving birth to Vincent’s son.

Gunn started dating her before Wes could make a move, then Wes had his alienation from the group so couldn’t date her then, and then right when they just barely started to, she up and died. Though he did have a very weird relationship with Illyria in Fred’s body, so there’s that…(wasn’t it said/implied that they had sex?

On Frasier, the show very occasionally hinted at Frasier and Roz (though it was never the focus, as with Cheers), but though they slept together once, nothing came of it. They always remained friends, though, which was nice.

The best resolution of a “will-they/won’t-they” relationship has to be the second to last episode of the Mary Tyler Moore Show. After growing closer and coyly flirting with each other for the whole run of the series, Lou Grant & Mary Richards finally went out on a date together.

There are the usual run of sitcom complications, until in the final moments, the two lean in and kiss each other…then each of them giggle, followed by gut-busting laughter from the pair. The implication being they had become much too good friends to attempt to begin a romance.

Ed Asner once said in an interview that he suggested an alternate ending to that episode - the two begin kissing, the lights fade out, and from out of the darkness Mary cries “Oh, Mr. Grant!!!” Unfortunately, the network wouldn’t go for something that suggestive.

And even earlier, on Buffy- Cordelia and Wesley. For months they gave off a serious vibe together, with lots of meaningful glances and flirtation, all culminating in a deep, passionate kiss…

… immediately after which they both agreed that there was no chemistry, and it was completely dropped.

Well, to be fair, she was still a student at the high school that he was lurking at, so a relationship would have been creepy.

On SEINFELD, Jerry and Elaine start off as exes who make a couple of tries at getting back together – it never lasts for more than an episode – until the finale, when their plane is going down and it looks like they’re going to die: one almost declares their love for the other, but (a) doesn’t actually get around to it, and (b) later denies the whole thing.
