Yes, it has a DOS prompt available - as does Windows 8.1.*
The old Control Panel is still in both - but in 10 they’ve folded in a lot more of what you’ll want in the Settings app; I’ve rarely had to pull up the Control Panel in my test machines, for the more obscure things (like skipping login).
*On the latter, right click on the windows button, and it brings up command prompt(s), and all sorts of desktop commands, like Control Panel.
